Adds a rule to a policy group
POST/mgmtconfig/v1/admin/customers/:customerId/policyGroupSet/:groupSetId/group/:groupId/rule
Adds a new rule to the specified policy group for the specified customer. The request body requires action and name, and the created rule is returned.
