Moves a rule to another policy group

/mgmtconfig/v1/admin/customers/:customerId/policyGroupSet/:groupSetId/group/:sourceGroupId/rule/:ruleId/moveTo/:targetGroupId

Moves a single rule from the policy group in sourceGroupId to the policy group in targetGroupId within the same policy group set for the specified customer.
