Adds a policy rule to a policy set
POST/mgmtconfig/v2/admin/customers/:customerId/policySet/:policySetId/rule
Adds a new policy rule to the policy set identified by policySetId for the specified customer. The request body defines the rule, including its name, action, and conditions.
