Adds a policy group to a policy group set

POST 
/mgmtconfig/v1/admin/customers/:customerId/policyGroupSet/:groupSetId/group

Adds a new policy group to the policy group set with the specified groupSetId for the specified customer. The request body requires name, and the created policy group is returned.
