Adds an emergency access user
POST/mgmtconfig/v1/admin/customers/:customerId/emergencyAccess/user
Creates an emergency access user for the specified customer. The activateNow parameter indicates whether the user is activated upon creation, and the request body requires firstName, lastName, and emailId.
