Activates an emergency access user
PUT/mgmtconfig/v1/admin/customers/:customerId/emergencyAccess/user/:userId/activate
Activates the emergency access user identified by userId for the specified customer. The sendEmail parameter indicates whether the IdP sends an email to the user.
