User Z Resource Get User References

GET 
/users/references

Gets the list of Name-ID pairs for all users in the ZIA Admin Portal that can be referenced in user criteria within policies. Users can be filtered by name and the name search parameter performs a partial match. Administrators can be optionally included in the list by using the includeAdminUsers parameter.
